Supplementary Provisions Chapter 1 General ProvisionsArticle 1 The purpose of this Act is to promote the development of specific integrated resorts in a comprehensive and intensive manner by prescribing basic principles, policies and other basic matters for the promotion of the development of specific integrated resorts and establishing the Headquarters for the Promotion of the Development of Specified Integrated Resorts, since the promotion of the development of specific integrated resorts contributes to the development of tourism and the local economy as well as to the soundness of finances.
DefinitionArticle 2 In this Act, "specified integrated resort" refers to a casino (limited to those located within a specified integrated resort area, operated by a private operator certified by the Casino Regulation Commission under Article 11 as provided for by a separate law).
(2 In this Act, "specified integrated resort" refers to an area that has been certified by the national government as an area in which a specified integrated resort can be established, as specified by law, upon application from a local government.
(Basic principles)Article 3 A certain integrated resort must be developed in accordance with the basic principles of realizing attractive accommodation tourism, being highly competitive in the international market, utilizing the creativity and private vitality of the region, developing the local economy, and ensuring that the benefits of a reliable casino operated under appropriate supervision are returned to the people and placed under the control of the state.
(Responsibilities of the central government)Article 4 The country has a responsibility to promote the development of a certain integrated resort in accordance with the basic philosophy of the preceding Article.
(Legal measures)Article 5 The government shall promote the development of a certain integrated resort based on the provisions of the following chapter, and take measures necessary for that. In this case, the purpose of the necessary legal measures is set to be determined within one year from the date of the enforcement of this Act.

(Respect for local autonomy philosophy)Article 8 The government, including the promotion of integrated resort development, includes the maintenance of the integrated resort (the selection of those who install and operate the integrated resort.
(Regulation for casino officials)Article 9 Any person who intends to install and operate casino facilities (including any person who intends to be engaged in the installation and operation of casino facilities), any person who intends to manufacture, import or distribute casino-related equipment, and any person who intends to provide services to visitors to casino facilities (hereinafter referred to as "persons involved with casino facilities") must comply with the special provisions of the rules of the Casino Regulation Commission set forth in Article 11. Article 10: In order to properly prevent illegal activities in casinos and eliminate the harmful effects of the establishment and operation of casinos, the government shall take necessary measures for the following matters regarding the establishment and operation of casinos:(1) Matters concerning standards necessary to ensure the fairness of gambling in casino facilities
(2) Matters concerning the proper use of chips and other cash equivalents used in casino facilities
(3) Matters concerning measures necessary to exclude members of organized crime groups and other persons whose participation in casino facility activities is illegal from those involved in casino facilities and customers of casino facilities
(4) Matters concerning the establishment and operation of facilities, organizations, and other surveillance and crime prevention systems for the prevention and reporting of crimes by those who establish and operate casino facilities
(5) Matters concerning rules, etc. necessary for maintaining public morals
(6) Matters concerning advertising regulations (7) Matters concerning the dissemination of knowledge necessary for the protection of young people and other measures necessary for their proper development(8) Questions concerning measures necessary to prevent gambling addiction and other adverse effects that may occur to casino customers as a result of using casinos
(2) In addition to the considerations in the preceding paragraph, the government shall take necessary measures regarding the formation of a circle of people who are allowed to enter casino facilities and other admissions to casino facilities, from the viewpoint of preventing the adverse effects of the introduction of casinos on foreign tourists or people who are particularly noteworthy to foreign tourists.
Section 2 Main characteristics and direct responsibilities of the Casino Regulation Commission
Article 11 The Casino Regulation Commission shall be placed under the Cabinet as an external body as provided for by a separate law, and shall set standards for casino-related personnel in order to ensure and maintain safety regarding the establishment and operation of casinos.Section 3 Payments to public institutions

Article 13 The national and local governments shall provide every opportunity to collect casino admission fees from guests, in a manner provided for by law.Chapter 3 Integrated Resort Development Promotion Headquarters
Organization Article 14 In order to provide comprehensive and intensive support for the development of designated integrated resorts, the Cabinet has established the Designated Integrated Resort Facility Development Promotion Headquarters (hereinafter referred to as the "Headquarters").(Matters related to the Headquarters' Jurisdiction)
Article 15 The Headquarters shall handle the following matters: (1) Matters related to joint coordination regarding the promotion of the development of designated built-in resorts(2) Matters related to the planning of important bills or Cabinet bills for the comprehensive and intensive promotion of the development of designated built-in resorts.
(3) Matters related to liaison and coordination with appropriate organizations and groups for promoting the development of designated integrated resorts
(2) The Prime Minister, as provided for in the Minister's Secretariat Act (Act No. 5 of 1947), shall be the person in charge of matters related to the Headquarters.
(Organization)
Article 16 The Headquarters shall be organized by the Director of the Individual Resort Development Promotion Division, the Deputy Director of the Individual Resort Development Promotion Division, and the members of the individual integrated resort area development promotion headquarters.(General Manager of Integrated Resort Development Promotion Division)
