Bacta Annual Convention 2021

Bacta Annual Convention 2021

Speech of Vice CEO of Sarah Gardner at the 2021 Bacta Annual Tournament.

Thank you to John for introducing me. I am Sarah Gardner, the Deputy Executive Officer. He is the chief of the Gambling Committee. Andrew Rose is not here right now, so I would like to convey the apology words. But his sadness is my happiness. However, it is very pleased for me to be able to see you directly at the annual Bakta Convention. This is the first large-scale industry event I have been participating since a few years before Coronavirus (COVID-19). There is no doubt that the era of virtual meetings and conference will continue. But each time there is room for our own meetings. As a result, I would like to thank John and his team who planned this event, and the staff of ONE BIRDCAGE WALK, who definitely helped us to have a safe meeting.

Needless to say, the consideration of Coronavirus is what I am trying to take now, but we are eager to move forward, so we Gambling Committee are gambling. I'm going to talk about how I see the world. And finally, whether it's Chu o-dori or the seaside, what we want in your section, and what we should do to make gambling dangerous. I will talk. However, it is worth the fact that colon virus has influenced from the past to the present.

And as part of this job, I think it is necessary to accept what we all experienced in the past 19 months. Coronovirus often affected everyone in a catastrophic form. And, however, everyone who was there was definitely more struggling than themselves.

And I think the truly important thing to consider is that the gambling industry itself, especially the operators like you, who run most of the physical gambling facilities, or all of them, have not changed. 。 Our gambling committee knows that in recent months, some businesses have to make a severe decision to protect business and employees. I also know that not all operators and companies have escaped. The result is reality, and the committee and I have confirmed this.

However, the case that is not the case has already been worshiped, and it is known that it takes time to get out of the forest, especially for small businesses. We also know that this trend has already accelerated the tendency to be seen in each branch, especially, especially on the Internet and mobile. For the past 20 months, the Gambling Committee has tracked how the epidemic has changed to people's actions and how the danger of people has changed. Occasionally, there were no compromise and necessary measures to destroy these dangers. But now, when we look at the future and go beyond the pandemic framework, most of us actually leave it to us and what actually happens?

From the perspective of where the Gambling Committee is currently based, this year was the year of change. With Andrew Roggs New Secretar y-General and New Chairman of Marcus Boyle, the committee was instructed to arrange the appropriate job and apply new skills. But if everyone believes what it means, if our values will actually change, they are making mistakes. In fact, the Gambling Committee will end this year, focusing on our tasks, as before, focusing on gambling more fairly, to regulate no n-GAS and without crime.

And this is a very important moment. For the past few years, the European Commission has expanded, rather than reducing the scale of forced measures. Since 2017/18, we have finished more than 100 million pounds and cancel the license of 10 companies. And this is not to believe in the licensed license before the survey is over. A recent example is a BGO online operator. Therefore, they abandon their license, almost 2 million people became their buyers in England, which means that gambling acts in fact autonomously, the action of any operator. You should be frowned upon by remembering.

The Gambling Committee continues to concern about the survey and will take measures to businesses that do not meet our standards. However, we have achieved more progress if we started working with rudimentary punishments for mistakes, not the industry, for the real increase of stereotypes for all buyers. You can know in the committee. Affiliate tasks announced by the European Commission more than two years ago have improved customer condition in the right field:

  • Correspondence to the highes t-price buyer or "VIP" customer
  • Online games and product design
  • Use ad tech to protect children, youth, and those who are vulnerable.

And all of these improvements began with a call for cooperation. I want to regulate gambling from the industry to regulate gambling, and only these relationships are more fair and not modest. We want to achieve this, we want to achieve a space where the degree of harm caused by gambling promoted by constructive and common relationships with the industry. And when Andrew and Marcus have met their businesses, it can be seen that businesses want this. However, if you want a mature relationship, you need to be based on the overall precedent.

First of all, we basically think that gambling is not bad, whether gambling is good or not. Some people are starting to attack this remark, but I'm not sure and I've done it before. In the past four weeks, more than 40 % of the population gambling. These are 10 million, with people played in gambling AGS visiting bingo and all other methods to buy lotteries.

But you should not lose another precedent from the appearance: gambling, as in other forms of business, deprives your customers to make a profit. Gambling in England exceeds £ 14 billion, basically comparable to English agriculture. In 2019/20, Gambling in England lost 450 pounds per second. For millions of people, this is the price of good entertainment.

However, the third precedent we should remark is that hundreds of thousands of people are regarded as gambling work. This is harm.

People do money, psychological and physiological damage by gambling themselves and gambling by familiar people and friends. This is possible, and it has the potential to be all in your life.

Despite the fact that the latest numbers indicate that the characteristics of harm are decreasing, there is no time for sel f-satisfaction at this time. In real time, we are working on improving the roles and damage to the roles of Gambling throughout England, but the statistics published last month are shown:

  • Compared to 0, 6 % until September 2020, 0, 3 % of the population is suffering from problem gambling in real time.
  • Small ISKOVO is still important, 0, 7 % in September this year to compare 1 or 2 % until September 2020.

We cautiously welcome these figures, but we must also remember that this is a constantly changing population. There is no fixed definition of who is harmed. It is also worth noting that the economic burden of harmful gambling is around £127 billion per year, according to a Public Health England report.

So gambling is normal, but it should not cause harm. We will continue to strive to reduce harm. Unfortunately, there are still too many operators who do not follow our rules. This is unacceptable. We want a constructive relationship with the industry. But it must be based on compliance. Despite all the good-intentioned efforts, including from those gathered here today, we still see too many examples of shortcomings and what are widely believed to be injustices that should not be seen. These violations are not historic, they are happening today and they are causing harm.

As I have said before, the European Commission is more committed than ever to making gambling fairer, safer and crime-free.

But before that, I would like to take a moment to reflect on the Gaming Act. As you know, the Gambling Commission welcomed the launch of its review last December. Our job is to make gambling safer and this review is an opportunity to build on the progress we have made to date to protect players and the public. As official advisors to the Secretary of State, I look forward to my advice to assist the Government in the implementation of the review and will continue to work closely with DCMS as the review progresses.

Recent comments by the Secretary of State and the Secretary-General indicate that the Review White Paper is drawing ever closer and I look forward to the debate it will generate. However, we are confident that we will continue to work at the same pace as before to put measures in place to protect consumers whilst the review of gaming law is underway.

For other parts of the gaming industry, this means continuing to work on customer engagement. And following the ICO announcement earlier this autumn, it means we will continue to push for the creation of a Single Customer View for online operators to improve data sharing to protect customers who are or are at risk of being victimised, whilst ensuring people’s data security.

However, we want to improve the introduction of data from businesses and are still working on improving personal data. To do so, we recognize that it is necessary to increase the access to reliable universal information, as consistent with the precedent is implemented. Subsequent investments are covered by the potential formed to adapt to the changing technologies and the fees for realizing risk management. However, if the data received from the operator is insufficient, all investments around the world will not improve the performance of the Game Committee.

On the other hand, along with Natken Social Research and Gragago Institute partners, we are already taking a new methodology to collect statistics on roles and illness rates, develop new methodology to measure harm, and have already taken steps to test them. It means. On the other hand, this is the rest of the year to confirm the process of ensuring data reliability and achieving goals, including huge businesses and small businesses. It means advice to spend this period for this.

What is the situation directly in your sector? There are some important factors that are focusing on gambling commissions, such as high steering, shores, pubs and clubs nationwide, and slot machines for clubs.

The first is age. This problem has not disappeared anywhere. It welcomes almost all efforts and has already been created in this field, and we will follow the class to satisfy the complaint with the successful exchange of public responsibilities earlier this month. I am grateful to Bactor to continue. However, the faithful politicians in the age test are not investigated, and it is fundamentally reminiscent that this is your daily buyer defense. Age naturally comes out of the door, and almost all buildings have age restrictions. And if a part of your machine is not eligible for verification, you are all the same method, as you need to use a strict stereotype through a commercial.

Among them, I would like to thank Bakuta and everyone who voluntarily raised the age qualification of the automatic category D player D in the coastal game center and home amusement facilities to the age of 18. We still welcome the purpose of seeing the age of controlling age with a pub-sector and the procedures for the sections of machine guns. In fact, our personal work with the district authorities shows in this field needed to be much more regulated, and the committee is eagerly waiting for your next step.

We are still working with almost all bacteria and almost all of new code to develop games on the machine. We are grateful that collaboration is the basis, as in the "industry issues" I read earlier, and we expect great expectations for this job, and as a whole, wait for the further speed of speed. I am. Of course, going at your own pace means that the path to the goal may be uneven, and the difference in opinion in choosing the correct road is the usual thing, but we work this. We are welcoming and looking forward to the progress for the time being.

Finally, I would like to mention cashless wallet applications as an application of game payment technology developed by Bakta jointly with other companies. Buyers can read this on their mobile phone terminals and pay the game with a digital exterior game, and as you know, the number of introductions is increasing. Focusing on consumer experiments is very basic, and technology plays a major role in this. Considering that the introduction of no n-cash methods is still accelerating for pandemic, this is an important field for technological innovation, and these conclusions are a big move forward for games that are not heavier. It has all the possibilities to freeze. With this development, the player can, for example, set a restriction on his waste and obey the direction of long time. As a result, we would like to hear from all the operators that have been tested or used how these conclusions work.

By the end of 2021, the Gambling and Gambling Committee of England would not be two years ago. But we have been moving forward without paying attention to all difficulties and problems. But we all believe that the right two years will not be such a difficult thing. But I was trying to do it, so you took a simple letter from this day. No matter how you change, the work to regulate England's gambling is not fai r-calm, free crime. We, however, focus on our guidance goals, and our desires do not weaken, as they work with anyone who draws the same ambitions. The precedent tells how we are on the right path. For example, we will continue to go together.
