He is essentially of the view that Bill C-218, "Implementing the Criminal Code Amendments (Sports Bids)," should be read twice and passed to committee.
Mr. Speaker, I am honored to stand in the House of Lords and begin my important talk on the non-heavyweight, regulated sports betting bill, which aims to legalize sports fees on single events in Canada.
The gambling industry in Canada is a multi-billion dollar business. Casinos, hippodromes and other gambling businesses are operating throughout the country, and busy tens of thousands of people. The financial energy generated by settlements with gambling establishments attracts another tens of thousands of people.
Every year, the gambling industry pays $6. 7 billion in wages and brings more than $9 billion in revenue to the government and important charities. All this, however, does not bind the sports betting industry to a specific action that generates $14 billion in our country. To the crow, all this work is done underground. Offshore-websites, like these Bodog and Bet365, receive $1 billion a year, and criminal organizations operating in the underground gambling market throughout the country receive another billion.
No matter how you search, these funds do not benefit society, and a huge share of them goes to other forms of crime. There are some types of sports fees that are legalized in this country, not all of them. One of them is horse racing. Horse racing is done all over the country. In this country, there is still something called a parlay. This is basically what these shows like Pro Line and Select Sports do, where punters all over the country have to place their bets correctly on a certain number of events. If the betting string is not hit, the bet turns out to be a no-win.
We have betting fees in the range of half a billion dollars every year, but this is not negligible compared to the single rates that are inspired by the offshore and criminal structures in this country.
In my province of Saskatchevan, the provincial government uses the profits from bookmaking companies to support sports organizations, youth sports, amateur sports, and amateur arts in the province. Imagine yourself, actually, if you had the opportunity to settle $14 billion with our group.
Legalizing single-event betting is something that Canadian governments and First Nations have been calling for for years. Legalizing single-event betting is supported by provincial and nearly every city authority across the country. I have spoken to ministers from every province from coast to coast and have received their support.
Trevice Toews, Minister of Money in Alberta, wrote to me via Electric Mail: "Existing restrictive regulations do not allow provinces to compete on a level playing field, but instead allow huge profits to flow to unregulated illegal operations and offshore internet sites. The destruction of these barriers and the creation of regulatory alternatives by provinces will not only provide cash benefits to their communities and public programs, but also provide customers with a conscience unique to gambling and gaming provinces.
This is a consideration that has been echoed by governments in other provinces, and I think it really speaks to it. We need coordination. Provinces want regulation and have the technology to regulate gambling and gaming. They have been training on wasted data for the past 30 years.
I have also spoken many times with representatives of the Saskatchewan Indian Gaming Authority (SIGA). SIGA believes that betting on individual sports adds valuable value to their operations and greatly benefits the Indigenous communities in my province of Saskatchewan.
SIGA casinos operate to the highest standards of Indigenous gaming regulation and are certified by the Council for Responsible Gaming of Canada.
They operate as non-profit businesses and donate 100% of their profits to Saskatchewan First Nations, community organizations in Saskatchewan, and the Province of Saskatchewan. These are the organizations we want to see in gambling operations, not the criminal enterprises of the unregulated offshore sites that currently exist in Canada.
I intend to address the elephant in the room: gambling problems and addiction. The illegal sports betting system that currently exists in this country offers absolutely no consumer protection or support for people struggling with gambling addiction. The Hells Angels do not have a gambling addiction program.
In his letter to me, Minister Toews said that legalizing betting on single events would allow the government to set strict standards and protections to protect consumers and provide assistance to those in need. It would also provide the government with new, much-needed revenue streams, as we all know, to fund social programs such as mental health programs, mental health research, and addiction treatment, as well as a wide range of areas such as education and healthcare.
The last thing we need to consider is the context in which we are debating this bill. Several people have asked me what is different now than when this bill was introduced in the last Parliament. First, the National Hockey League, National Basketball Association, Major League Baseball, Canadian Football League, and Major League Soccer are calling for the passage of Bill C-218. In a joint statement released in June by the five professional leagues, they emphasized the importance of a legal framework that can transition consumers from unregulated underground gambling to sports betting provided by a legal and safe market. This would ensure strong consumer protections and safeguards while protecting the integrity of the game.
It must also be remembered that the current law is a competitive disadvantageous position. Since this proposal was last considered in Canada, the Supreme Court in the United States has canceled a nationwide ban on a single event. Currently, almost all states south of the border, 48 states are legalizing single event betting, and submitting bills to the state parliament.
This includes state borders such as New York and Michigan. This is a unique threat to Niagara Falls and Windsor, where the economy is greatly dependent on the borders. Gambling accounts for most of the tourism industry. For these local communities, it is very important that if you cannot provide this service, it is very important that your US competitors will take great revenue.
The federal government needs to provide resources necessary for local industries and local communities to overcome competition. In addition, the effects of COVID-19 pandemic must be taken into account. The COVID-19 has a huge impact on many industries and local communities in the country, and there are no exceptions to the two industries that are most described in sports betting.
I think many of my colleagues know the status of the National Hockey League, which has resumed the season in the strictly managed bubbles of Toronto and Edmonton. First of all, no one could enter without two weeks. After rock down, the team spent several weeks and several months in a "bubble" away from home and family.
This system worked. During the entire period in Toronto and Edmonton, no positive reaction of the players in the bubble appeared. As a whole, the return of the National Hockey League was successful.
However, anyone who is watching this sport knows that such a model is simply unable to sustain. A complete income decrease due to the unable to sell tickets is a heavy burden for many teams. It is impossible to think that you can leave the players for months from your family. Even if fans can return to the stand in the near future, the team will need a further source of income to rebuild fiscal consolidation. < SPAN> It must also be remembered that the current law is a competitive disadvantageous position. There is a Canadian football league, and it is naturally loved in my hometown, Suscaceban. As most people understand, "Luderers" is the center of Suskachaban sports and souls. On weekends, fans always visit the Mosaic Stadium Stadium from Juju and cheer on Laders' loved ones.
This year, the Canadian Football League may have to cancel the personal season, but this is the only competent sport in North America, which was actually not played this year. It is a league. The chance to remain without a fan means a huge amount of income to withstand the cost of the season. An Act on Non-heavyweight, Unregulated Sports Betting (Business Members)
Teams such as Prince Albert, Owen Sound, Peter Borobo, and Bay Komo have been decided. As we know, almost all other teams represent their community for ice cream work, as they follow the countless children in their communities. Last year was still lost.
Although a single sporting fee is not a panacea, there is a good chance that the necessary part of the intention to help the game and sports industry will be freezed. This not only freezes a fresh and important source of income for the sports league, but also has the potential to increase interest in individual games and events. This is one step in the possibility of leading the federal government, which supports Canada sports, from the coast to the coast.
Winnipega and Quebec can understand the feeling of losing their beloved sports franchise. In Winnipeg, the first Jets team disappeared in 1996 and could only have a new team for 15 years. Quebec City lost Nordix in 1995. There is no NHL team in this big city so far. For this reason, not only the fans but also the whole big city are suffering.
I briefly explain the specific number of points of the bill.
In the first place, a single sporting fee has already been conducted in Canada, with a $ 14 billion income per year. However, gambling rings hunt on the dark market and offshore websites instead of no n-dangerous adjustments through this job. The No. 1 of these amounts, of course, does not change the financial resources of the local government, and does not go to the conclusion of these tasks as a problem gambling or as a psychological happy person.
Second, the state, our indigenous people community and the grassroots league should have a Canadian rate for one game. $ 14 billion is a huge amount of money, not just a financially energetic, fresh, perfect salary workplace. This also means a new tax revenue to invest in education, medical care, specific investment, for example, the healing of the psychological state, the protection of customer rights, and the program to fight gambling.
Third, this is a chance to provide our sports and gambling industry to recover from the damage caused by COVID-19. Meanwhile, we say that gambling companies nationwide are working with important abilities or not in general.

The inconsistency is that it has actually taken $ 4 from the regional economy, one of the BAX brought by the casino. Why is it destroying a small business by providing a new casino?

Some of the programs I read are applied to gamblin g-dependent and psychological wellberry issues. With this bill, as you know, this bill will make a great income to solve a problem today.

Chair, I hope that Arena Kote's goal was just legitimate than my opinion.
However, such a short, clear and talkative bill sometimes causes a lot of attention and debate. The bill C-218 consists of three points. The first is the title of the "No n-Gas and Regulatory Sports Price Bill". The last third is that the law will be enforced on the date determined by the governor's assembly order. The essence of the bill is in the second paragraph, stating that Article 207, Paragraph 4, Item 2 of the Penal Code is postponed. Everything is very rudimentary. Everything is rudimentary, but the C-218 bill is like a ghost in the Diet corridor.
Discussion began in 2011. At that time, the 40th Diet was recruiting, which was the bill C-627. The bill introduced the same goal, but was not deliberated.
The second attempt was held at the 41st Diet of 2013. It was a C-290 bill, but was rejected by the Senate in October 2014.
In the 42nd Diet, the C-221 bill was passed during the previous parliamentary session, but the second reading was not held on September 21, 2016.
Today, the C-218 code has been resumed within the 43rd Diet call. It will be possible to finally adopt a rational and effective conclusion for this bill.
In fact, it is not surprising that Broku Quebeca agree with this bill. Because we have to consider reality. This bill is equivalent to a large legislative movement. In the neighboring country of the United States, there is already a law that recognizes gambling in sports. The attempt to end this custom was suppressed on May 14, 2018 by the Supreme Court of the United States, at the conclusion of Murphy's profession and NCAA. The court acknowledged that the ban on sports betting by Congress was unconstitutional. Thus, Americans have all opportunities.
In 2020, France and British Empire people have all opportunities to create an Internet rate. In the lobby earlier, for example, I talked to someone who bet on a Gibraltar website, but in fact, I no longer need to meet someone in a big city to arrange a bid. Now, this can be created at any point in the world and is even easier in the United States.
Our southern neighbors are competing unfairly with Quebec and Canada in the gambling industry. Each time, Quebec was excited for a while about the pathological nuances of gambling and the introduction of these funds. Fellow conservatives read $14 billion. Quebec gets about $27 million a year, which is actually not enough, for example. More than that, we each time thought that these funds are not needed to get close to the pockets of recognized crime, but to replenish the municipal treasuries.
That is why an institution called Loto-Quebec was created to regulate gambling in Quebec. But the gaming industry in New York and the entire real-time online gaming industry are competing unfairly with Loto-Quebec. Now is the time to put this coverage in place.
In my opinion, we have an obligation to ensure the adaptation of this industry and to ensure a separate industry to protect the players. This industry is a big one all over the world.

Less than a year ago, in December 2019, in Quebec, there was a case where an 18-year-old young man from Laval had bet the necessary amount of $80. 000 on online games. When online gaming debts are controlled by the mafia, interest rates rise from 3 to 5 percent per week and the debt increases. We must fight this evil.
This young man obviously did not have the means to pay this necessary amount and committed suicide at home. He ended his life not because he was overwhelmed by his gambling debts, but because of the fact that he was afraid of non-authorities to protect his family and those around him. The website in question was associated with the Montreal Mafia.
We do not want it. It is our duty as a legisle to not repeat the same environment. The Quebec State Congress has decided to determine this problem from any other parliament. In 2016, he passed the bill 74 to regulate gambling in Quebec. However, the Supreme Court's Kubebec court illegally passed the bill, stating that it did not fall under Quebec's case law. According to the court's opinion, Quebec has no ability to prohibit gambling.
For this reason, Quebec is tied up with both hands. There is a pathological test by gambling among the gambling people. Thanks to the casino and the lottery, we have the skills specialized in this case. However, we need tools with the appearance of the C-218 bill that warn these sad stories, like this 18-year-old youth case.
In Quebec, we talked about $ 27 million, but my colleagues read $ 14 billion. We are ashamed, even if we have left millions of dollars and billions of dollars, and we have regained this law for ourselves, and in the framework of excellent regulations Should be guaranteed.
Some parliamentarians who oppose the bill are concerned about pakuri. I would like to point out that Article 209 of the Criminal Code has already prohibited fraud during play. This risk already exists, declared each time, including the C-218 bill, and does not think that it is an obligation that bother us.
Rather, we guarantee that gambling people do so in no n-monitored and regulated frameworks, and gain from gambling does not fall into the official crime, and the interests of people in Quebec and Canada. There is an obligation to guarantee that it will remain in the nation.

I am very happy to be able to submit the Madame speaker and C-218 bill. I would like to thank Joe Comartin, a former colleague and friend who submitted this bill in the previous parliament. Since then, he has been in my heart, and I have been grateful to the parliamentarians for returning this bill to his partnership. As we have already heard, including the European Union, we need such a powerful bill.
I like the work mentions to fight international reputation and illegal gambling around the world. This is the choice we have to settle here now. We had to settle this choice earlier.
Unfortunately, the powerful lobby activities by professional sports organizations have hindered Canada's progress for decades. For example, what has changed in the last few years is not to notice that this is happening, but that it has spread all over the world, including the United States. The legal system reconstructed Nevada's plans created by criminal organizations. It was ultimately destroyed, creating a scheme similar to sanctions that try to regulate the industry throughout the United States, and the sports organization finally returned to sane and realized that a better project was needed.
Organized crimes and people who use people have been punished not only for Canada but also around the world for untrained products. We are fought with millions of dollars around the world for billions of dollars around the world. Looking at the bill, it is modified only what you actually need.
I traveled in the country and witnessed people who were hurt by the untreated market. Bandits, foreign gamblers, and official crimes have nothing to do with social impacts related to general bookmaking. Rather, it is necessary to compete in a complementary way.
Looking at Ontari o-like states, there are currently three games, but no bets in one or two games have been allowed. Central government's patterns rooted in colonialism did not change here.
We want to give the region a chance to fight back. The region is obliged to decide what kind of product to provide to our owner. If negative energy occurs in a single sports tournament, the region will be at the forefront of a counterattack. By doing so, you can take responsibility and responsibility for serious products on the market. We are talking about social welfare.
Now, the thre e-t o-individual system is working. It is called a "bet" because it is a fraudulent bet. It is quite difficult for people to win, which creates further difficulties and difficulties. Who are we fighting? We are fighting the criminal acts of Hels Angels and other certified members related to other certified crimes. We are fighting for calculating the people who are in a mult i-family, basement, and bars, and are profitable from the public.
The alternative is the entry into the regulated market. Adjustable markets can receive salaries that can solve various problems. We are still receiving income that will benefit society.
For example, Michigan is the last state that introduced it in the United States. We actually witnessed what this was happened. In order to support firefighters who have been slaughtered by cancer and other business illnesses, they are targeting their own interests. Other funds are also trained. Which product to publish is selected by each surrounding organization. How to publish is also regulated. And I am satisfied with the profit.
Looking at the status of this account, it is also due to competitiveness. Billions of $ billions of legal bets are at risk. There are villages like Windsor and Hamilton, and tourist spots that people come over the whole country. There are no cheap products in these spaces. You have to compete with the United States and telephone.
A sad situation is happening here. Among the commercial regulations of all residuals related to the sports industry, there is a labor space with extra prices. And we have a web design, scenario and all kinds of execution, analyze, and happen behind the work that contains space.
Now we have almost no benefit from here. We have spent $ 10 billion in the basement following smuggling, violent crime, prostitution, and drugs. And we need to apply other profits to fight the data, and in fact, it costs a million dollars at the district level and a million dollar at the state level. It's time to change this story.
When I proposed a personal bill, why did the Canadian Chamber of Commerce and the Canadian Labor Council support it? Think of it. We have linked the business world and the labor world. States and many organizations are seeing them through the prism of sightseeing. Many groups know that the current situation is not working, and as a result, Canada is delayed.
As a result, Canada competes with illegal immigrants.
Here are some recent headlines about illegal activities: "9 arrested, $35 million in assets seized in sanctioned war on crime", "Police bust illegal casino and spa north of Toronto, seizing 20. 000 cottages and $1 million in cash", "Police file 228 charges against suspected illegal gambling ring linked to Hells Angels".
This is actually where the government's current position on this issue is confusing. If you look at the last note, you will see a lot of shocking things related to the unregulated market: "Dozens of defendants face hundreds of charges", "illegal gambling", "two-year investigation", "18 other agencies and police had to join forces", "further violence", "five possible illegal gambling sites".
This is what happened to the Hells Angels and others. They ran not only from street banditry, but also from licensed work on the net. In Toronto, people were shot and killed. One death was related to this. 21 pellet guns were seized, as well as cash, cars, jewelry, entertainment, gold and silver bars. This is what we are struggling with. 28 people are being charged with 228 offenses in this one case alone. What the government is currently preparing is not very good. This should not be blamed on other parliaments. They are not up to the task.
There are good things that are likely to come true in a regulated market. For example, Caesars Windsor operates a workspace with benefits. This money goes to combat gambling addiction. It is impossible for Hells Angels and other licensed criminals to donate to the United Way. They do not allocate money to charities or talk about things that would help people overcome addiction problems. They give loans, give people lots of products, make dirty bets, push them further into debt, and also make the people involved feel a sense of shame for agreeing to work illegally. Important help should be available to people, and people should not be ashamed of it.
This is exactly what is resentful of the secretary's intervention. We tell everyone who has addiction issues to keep it secret. Mental health, support for family, all of these should be allocated for their decision. The responsibility for solving this problem lies in the state and the federal government. For them, it is a chance to use revenue for society.
As I have already mentioned, what Michigan is doing is, what I can say now is that the Sports League appeared in the COVID-19, the bookmakers stayed at home, and we are all waiting. You just have to do one of the two. You can give a bonus. That's right. They receive bonuses under COVID-19 and are not going to pay a large income tax that some other companies can pay. The representatives of organizational crimes do not say they will give money for infrastructure, medical care, and education. They intend to hide this money somewhere in Canada and the world and use it for other kinds of illegal acts.
Judging from a few stories I spoke, we must pay more money from CKKP, State Police and City Police to fight this. This is reality. When it was maturity, the time of growth has come.

Chairman, today, I am based on the C-218 bill proposed by my friend Sascatun Glaswood, based on the "Law Concerning the Code (Sports / Bet)".
My interest in this theme has nothing to do with my personal habit. I lost interest in sports gambling when I was a child when I gathered hockey cards, thrown it and hit the opponent. When someone throws up your card and lands on either the head or stick, someone else throws your card. The second card matched the first card, and if it was head or tail, it was the winning card. Thus, I lost the 1954 Tops Gordy Howe card. This is exactly what is resentful of the
My best bets over the years have been ones that could be profitable if backed with cash. These include Muhammad Ali beating George Foreman, the Tiger-Cats beating the Edmonton Eskimos in the 1986 Grey Cup, and the Czech Republic beating the Russian Union in the 1968 World Hockey Championship.
If you don't think I'm a sports gambler, why bring up the issue of sports betting? From an early age, it was clear to me that people love to bet on sports. Growing up in Hamilton, I got to know almost all of them. Not far from my grandparents' house in the East End was a racetrack known as the Hamilton Jockey Club. Despite having a glamorous horse racing scene, including the "Queen's Plate," it was near a steelworks back when workers were paid in cash, and some of the founders would go home without a paycheck.
Another feature of the East End was the floating turd game that used to be played on the streets, in store windows where the police could easily escape. The last big game took place on July 2nd, 1959, at the corner of Beach Road and Albemarle, where a relative who was an illegal liquor store served alcohol. This date is important because it actually took place during a royal visit. Her Majesty Tsarina Tatiana was staying here, and almost the entire police force was forced to work in this direction all day.
