Chapter 5 Safer Healthier Communities Budget 2024

Head 5: Safer, Healthier Communities

To build the best future for the right generation, the communities we are building now must be spaces where people feel at ease to experience themselves, put down roots and want to create families. Communities where families feel at ease to exist, where businessmen find work and where people want to invest in the future are the source of the Canada to come.

Creating more moderate and healthier communities means a vigilant attitude towards the surrounding environment and the fight against climate change. The government understands that investing in environmental protection is an opportunity to convey the Canada we know and long for - a Canada with graceful species, failing air and awakened ecosystems - from expanding our parks to maintaining the purity of our air, water and soil.

The government is taking supportive measures to help Canadians, businesses and communities adapt to the consequences of the climate composition and get on the path to zero energy consumption. We will build a network of charging stations across Canada to ease the transition to zero-emission vehicles. We will also invest in public vehicles, steel roads and ferries to ensure the connection between Canadians and the places they live.

A thriving society should be non-privileged and inclusive. As a result, we will invest in inclusion, parks, recreational centres and neighbourhood announcements to ensure safe streets.

Budget 2024 advocates for a stronger environment and community, and implements measures to create more inclusive and remarkable spaces for family life, work and education.

5.1 A Clean and Safe Environment for the Next Generation

Last year, unprecedented wildfires occurred across Canada (Figure 5-1). Climate change is real and needs to be taken seriously. As a result, the government launched a project to achieve zero emissions by 2050 and set out more economically effective ways to do so, such as putting a price on carbon emissions.

Today we need to pay attention to the environment. The government seriously mentions climate change, duty to protect the environment and Canadians. It is to secure clean air and water for people today and tomorrow. In addition, we must do our best to prevent climate change acceleration. We talked about the fact that we have achieved zero emissions by 2050, maintaining competitiveness for generations, and creating an economy that can provide many hig h-wage employment and investment opportunities. There is.

The government has taken important measures for climate change measures to make up for the insufficient actions over the past few decades. The government sets prices for carbon dioxide emissions, and thanks to that, 8 out of 10 households living in the states where federal fuel costs are active, thanks to the Canadian Carbon Rebate Program, thanks to pockets. Receiving and paying major pollutants.

According to the effective environmental protection and climate change, carbon pricing only achieves on e-third of the predictive emissions due to carbon pricing, and recently the third team of the 8 major federal strategies implemented by the Canadian Climate Strategy. According to modeling, thanks to carbon pricing could achieve up to 62 % of predictive emissions after 2025.

Thanks to the policy promoted since 2015, Canada is expected to exceed the middle climate indicator for the first time in 2026 and reduce emissions by 20 % compared to 2005.

The government continues to make great strides in protecting and conserving nature, striving to protect 25% of land and water resources by 2025 and 30% by 2030. Also, as detailed in Chapter 4, the government is promoting economic development across the country to create well-paying jobs for workers today and those who will be working tomorrow.

The system of national parks of Canada

Parks Canada's long-term challenge is to create at least one provincial park in any part of the Canadian Sushi. The system developed by 79 shows the diversity of Canada's natural areas and landscapes. There are 40 seven provincial parks planned in 31 of the 39 territories of Canada Sushi, covering an area of 342. 456 square kilometers of the Canadian Territory.

The purpose of Figure 1 is to identify the 39 territories of Canada Sushi and indicate whether they are represented in real time by provincial parks.

Key Ongoing Actions

Develop and publish a plan to phase out government funding of the fuel sector, including federal companies, by fall 2024.

While the price of environmental pollution caused by carbon dioxide is set, forced larg e-scale pollutants, the federal fuel costs are operated, and eight out of 10 households are more than a Canadian carbon reiberation. You will receive money.

Polluted prices are economically effective to reduce CO2 emissions. The Canadian price system also includes federal government support systems for states and primrogen, which have their own systems. This is a fair and affordable system. In a state where the federal support system is functioning, eight out of 10 households receive more money than paid. It is important to note that families with low extraction income are most extracted, which has been confirmed by independent experts. The price of pollution is neutral in terms of revenue, and does not directly enter the government's general income. While being directly returned to the Canadian, SMEs, and indigenous governments, larg e-scale industrial pollutions will burden fairly.

We are always fair because Canadians living in small rural areas are often forced to travel long distances, have access to alternative transportation, and have also experienced more energy demand. I have been able to receive compensation. Using the C-59 bill revision, the government has proposed to double the insurance premiums for local residents from 10 % to 20 % from this year.

The government is also working to increase the application of compensation in rural areas for more Canadians who need compensation, and will publish proposals to clarify the definitions of rural areas in the latter half of this year. It is planned.

As announced in Chapter 4, the government suggests that it will directly return income to about 600. 000 small and mediu m-sized businesses in state of federal fuel for environmental pollution. In addition, the government recognizes the important role of farmers to secure food security, and the government will return taxes to farmers from the fuel costs of farmers and propanes. In addition, the government has doubled the government's share to the indigenous community. The government has doubled the reduction rate of pollution prices to indigenous governments from 1 % to 2 %.

Note: 1 The impact of candidates on the average household budget reflects the direct impact (due to fuel consumption in which federal carbon polluted prices are applied) and the consumption of goods and services applied to the federal government's carbon contaminated prices. It reflects the impact on household costs considering indirect impact. These impacts include carbon pollution prices included in other states and prisons, where households are applied to federal carbon contaminated prices. This estimate does not include the costs related to other carbon price systems. Therefore, the cost related to the state system for large companies is not included. The estimation also means a complete relocation of costs from companies to consumers.

Enhancing the Security Infrastructure Program

Parks Canada is working with the Prince Edward Mick Mucks and other stakeholders to establish a Pituamkech State Park. Located on the Peninsula off the northwest coast of Prince Edward, the land is popular with the native dunes ecosystem and the cultural importance of the Mick Muck tribe, and they continue to experience on the island for more than one generation. Protecting Pituamkech means protecting and preserving the connection between the Mickmac tribe and these ancient lands.

The establishment of a new park will also make it possible to support and protect the environmental integrity of the earth and the ferocious wildlife that call the island home. The Putuamkek Conservation Area, Canada's 48th provincial park, will ensure the safety of a pristine ecosystem that can be enjoyed by almost all generations, from protecting the coastal barrier to shaping the island's tourism sector and creating working space.

In the 2024 budget, it was announced that the government is in fact creating a new national reserve for Putuamkek and inviting to celebrate the 12 years of $71. 9 million from 2024 to 2025, with $30. 7 million in the form of remaining depreciation and $7. 5 milly for its creation and use.

Parks Canada, through its own National Marine Reserve, protects more than 120. 000 square kilometers of all marine and freshwater ecosystems in Canada. Savings from these marine protected areas will help protect the diverse and myriad marine forms and the largest kelp beds in English Columbia. The government wants to expand the network of provincial parks and marine protected areas to ensure that Canadians and visitors to the province can enjoy our natural heritage now and for generations to come.

In collaboration with the Vuikinuksuf, Hiretsk, Nuxalk, Kitas-Kuseiz, Hitat and Hitshal civilizations and the Province of English Columbia, Parks Canada created a fresh saltwater reservoir that is still known as the Cinema of the Northern Shelf. This is one of the most extravagant marine environments in the world, home to incredible marine mammals such as killer whales and sea otters, and environmental objects such as coral and sponge reefs, laminaria forests and elgrass thickets.

In the 2024 budget, the government announced that it is actually creating a new Central Coast National Marine Conservation Area English Columbia and invited to celebrate the creation and use of the area for 11 years, from 2025-26, $109, 6 million, $57, 9 million - saved retribution, and $10, 7 million per year is current. Lowlands in the western part of the Arctic.

In 2015, the federal government created Canada's first Rouge National Urban Park in the Toronto area, which has since been developed to cover approximately 80 square kilometres and provide Toronto's main flood protection.

To create a healthier society, the federal government is investing in creating the maximum number of natural and green spaces for city residents. The Ojibway National Urban Park, developed in collaboration with the Windsor Megapolis Administration and many Indigenous partners, including the First Civilizations Walpol Arend and Cordeuil, is considered separate because all kinds of power sectors have every possibility to work together for environmental defense and reconciliation. The federal government will ensure that industries do not cut corners when providing goods and offers to their customers to protect the health and safety of Canadians and our settled environment. In Budget 2024, the government will begin improving the existing cost reimbursement system this year to ensure that major industries pay their fair share to protect Canadians and the environment, under the Chemical Management Intention. For generations, Canada has welcomed newcomers from all over the world, always striving to build a new life in a fresh country. As a result, the government is preparing a more inclusive, friendly and viable society for all Canadians. This has led to the unification of the immigration system and sharpening the fight against all forms of hatred as part of Canada's intended actions to fight hatred. Budget 2024 expands the capacity of social organizations to create strong, active, and inclusive communities across the country. Support for gender equality in sport and breaking down barriers to roles is number one for racial and other groups that deserve equality, with an allocation of more than $190 million to increase accountability and combat abuse, harassment, and dehumanization in sport. Create a vibrant and developing audiovisual industry with more than $7. 8 billion in direct funding from the industry through Media Canada, Telefilm Canada, Indigenous Screen Office and the National Film Board of Canada, providing an online streaming platform for the formation and promotion of Canadian situations and creators. In order for journalists to receive fair rewards even if the media market changes, as part of the tax deduction for a Canadian journalist, the upper limit of labor costs is increased from $ 55. 00 to $ 85. 00. It is possible by temporarily raising the rate from 25 % to 35 %. From 2018 to 19, we will confront racism and hatred, and as a result, we will "Canada Strategy to Fight Racial Discrimination", "Hate" to ensure that our society will continue to be strengthened. All Canadians have the right to feel safe. No one feels like a persecution for the religion he believes. The freedom to confess his religion without discrimination or persecution is the right to be protected by the Charter, and the federal government has taken measures to protect this right.

The security infrastructure program provides funds to protect the community that is at risk of hatred by enhancing the physical security of the meetinghouse so that people can confess their beliefs with peace of mind. do.

By 2023, in the security infrastructure program, the Canadian regional community, which has more dollars in the danger of hate climbs, is a public center, the departure of the cult, and everyday schools. It is assigned to protect the security of other facilities and support them.

As part of the Canadian action plan to fight hatred in the budget of 2024, $ 32 million in six years from 2024 to 25 years, $ 11 million during the current period to maintain a Canadian security, "Security Program It has been proposed to be assigned to develop infrastructure.

This includes a planned funding increase of $11 million per year from 2024-2025, which was envisaged in Budget 2023. Budget 2024 also announced the government's plans to cut red tape and improve security infrastructure programs to make it easier and more efficient for organizations to access security assistance.

CBC/Radio-Canada is an important part of our democracy. As Canada's national public broadcaster, CBC/Radio-Canada provides local and Canadian news and entertainment to people in all parts of Canada, including rural, remote and Indigenous communities, in their preferred official languages. Like many other media organizations, CBC/Radio-Canada is facing declining advertising and license fee revenues, threatening CBC's ability to fulfill its mission of providing public television and radio programming.

Budget 2024 proposes to inject $42 million in 2024-25 into CBC/Radio-Canada's news and entertainment programming to ensure that Canadians across the country, including rural, remote, Indigenous and language minority communities, have access to quality independent journalism and entertainment.

Immigration and Refugee Legal Aid

Access to quality independent news and information is a key pillar of democracy. For years, private companies have bought up media outlets, including small community newspapers and broadcast networks, but have failed to support the journalists who are at the heart of the news. Local news faces significant challenges as multinational technology giants shift to digital platforms cuts off revenue streams. Allowing news media to be destroyed creates conditions for unregulated disinformation and misinformation that corrodes democracy.

The government believes Canadians should have access to independent local journalism wherever they live, especially in small, low-income and official language communities.

The Government of Canada announced $58. 8 million over three years from 2024 to 2025 to support the production of independent, reliable and diverse local news. The support will be provided to print media, community radio, television and online news services.

Protecting Official Language Rights

Public programming services such as the Cable Public Affairs Channel (CPAC), Aboriginal Peoples Television Network (APTN), Accessible Media Inc. (AMI), ICI Television and TV5 Quebec Canada play a vital role in providing news programming to Canadians and ensuring that diverse voices across Canada are represented and accessible.

Services provided by no n-profit media organizations such as APTN amplify indigenous people's voices through news reports for indigenous communities nationwide, and need urgently support to continue to provide news. 。

The budget 2024 proposes $ 15 million to the Canadian Cultural Heritage Sites in two years from 2024 to 25 years, and supports CPAC's capital needs. Includes $ 5 million from 2024 to 25 years.

Upholding Democratic Participation in Official Languages

The budget 2024 suggests that the Canadian Heritage Program will provide $ 16 million for the Sports Support Program for two years from 2024-25. This helps a more safe and more supported sports environment for athletes, from amateurs to Olympic players. Priority includes abuse prevention and dealing, support for people with concussion and mental illness, promotion of diversity, equality, and accessibility.

All Canadians have the right to use equal protection and equal use of laws, resolved by the Charter of Right and Freedom. Refusing access to the judiciary means refusing to the dignity of people, and that some people deserve justice, but other people are not.

In order to support Canadians in access to justice, the federal government has been allocating $ 84 billion to criminal justice legal assistance since 2019. If the defendant can use a lawyer, the incident will pass the system earlier, and criminal justice will work better for anyone. To reduce the delay in trial

The budget 2024 proposes to assign $ 440 million to the Judicial Ministry in five years from 2024 to 25 years to support legal assistance in the criminal judicial system.

Every year, thousands of Canadians have their cars stolen. The Insurance Bureau of Canada estimates that claims paid in 2022 will be a record $1. 2 billion. This illegal activity hurts innocent Canadians by forcing them to pay higher premiums, the stress of replacing their cars, and in the worst cases, spending tens of thousands of dollars. Insurance can help those with comprehensive coverage recoup some of these costs, but it cannot make up for the damage that comes from losing a sense of security in your community. {Theft} {RUST} Budget 2024 also announced the Cabinet's intention to amend the Radio Communications Act to regulate the sale, possession, distribution and importation of devices used in auto theft. This will allow law enforcement agencies to remove devices suspected of being used in auto theft from the Canadian market. On February 7, 2024, $28 million was announced to strengthen the Canada Border Services Agency's ability to detect and inspect stolen vehicle containers and test technologies that can help border security. Tax loans for volunteer firefighters and search and rescue volunteers are designed to support great Canadian services and encourage more people to work to save this weight. I am. From Western Cants, Fresh Scotland to Housing and English Colombia, one support volunteers are often regarded as their families in small settlements. As the number of Canada increases and climate change increases the number and burden of natural disasters, we need more people who work as volunteers to kill the growing demand in the growing society.
All Canadians are responsible for living with peace of mind in their living areas. However, in recent years, we have witnessed the lives of innocent people by firing, and as a result of the relentless of atrocities, the local community suffers from trauma that transcends generations. Gun violence is a security threat that can not be accepted and prevented by Canadians throughout Canada, and 41 % of the killer cases by 2022 are based on firearms. In two years from 2024 to 25 years, $ 30 million to $ 40 million is controlled by the Canadian Social Security Ministry, and assault rifles are purchased from existing financial resources. Social network is a precedent for modern life, and we put it in pockets everywhere. However, while online platforms provide communication, public networks are more and more threatened to hatred and harm. And our children are spending more time online. The government will also establish a Digital Security Ombudsman to act as an advisor and advocate for users and victims of online harm. The mental health challenges faced by young people, particularly Gen Z, have become increasingly complex in recent years as they navigate the world at home, online and at school. Their emotional and mental needs require a competent, understanding and compassionate response. Budget 2024 proposes to provide $7. 5 million over three years, starting in 2024-25, to the Public Health Agency of Canada to support the work of Kids Help Phone, which provides youth mental health, counselling and crisis support. Shocking precedents and suspicions on sexy violence and dangerous life in the Canadian sports world revealed a culture that was threatened by young athletes. This is certainly unacceptable. It is highly likely that they are harmless to protect young Canadians and be involved in lovable sports, and to guarantee that they will come from their pleasure, a thorough overhaul of Canadian sports systems is needed. The 2024 budget states that $ 10 million and $ 6 million for two years from 2024 to 25 years to support the activities of the future sports in Canada Committee, which evaluates the Canadian sports system. I propose to give it. Based on historical investment in healthcare, what is the amount of psychological happiness and the use of mental active drugs, buthet celebrates $ 150 million for three years from 2024 to 25 years? Invite 2024, the Canadian Health and Health Bureau for the critical healing fund was revealed. The budget for FY2024 is to complete $ 30, 000 and $ 6 million in the Canadian Ministry of Justice for three years from 2024 to 25 years, and continue to provide funds to legal consultation and educational proposals for sexual harassment victims in the workplace. Is proposed. To expedite access to justice for Canadians, the federal government is appointing more judges where they are needed and available. By reallocating positions to courts in jurisdictions where there is demand, the federal government ensures that funding for Canada's judicial system is not lost to waste as has been the case in some provinces. To implement these changes in Budget 2024, the government announced its intention to amend the Judges Act and transfer 17 Superior Court judge positions from the Unified Family Court to provincial superior courts. Growing communities need more infrastructure to build more housing. From water, sewer, and power lines to daycare centers, libraries, and parks, growing communities in which to live requires major investments.
