Annual Report 2023

Since the handover of Macau to the National Republic of China in 1999, the European Union (EU) and its Member States have carefully considered political and financial arrangements in the Macau Special Administrative Region (SAR) in line with the principle of "one country, two systems". The EU supports this principle and its implementation in conjunction with key legislation designed to ensure the continuity of Macau's way of life, the rule of law and the protection of its leading rights and freedoms until 2049.

This is in line with the 1999 European Parliamentary commitment to be published daily until 2023.

In 2023, the erosion of Macau's highest degree of autonomy, as well as rights and freedoms, remained protected until at least 2049.

In 2023, Macau passed a new law to realize the political ideal of "patriots governing Macau", an amendment to the 2009 National Protection Law, and an amendment to the Law on the Election of the Chief Executive. The amendment to the Law on the Election of the Legislative Council of the Macau Special Administrative Region was given its first reading in the Legislative Yuan on December 4. The new law further restricts pluralism as a politician, for example, as a society as a whole.

Macau's economy has turned around after a significant downturn in 2022. Annualized GDP grew by 77. 8% in the first three quarters of 2023. This was driven by the lifting of strict COVID-19 restrictions in Macau and mainland China and the return of tourists. However, Macau's economy has yet to recover to pre-pandemic values. I. Political and Social Activities

II. Economic development
