The central and suburban hotels-casinos opened immediately after midnight. "Everything will be a little different, but right now everything is the same," Gebhart said.

In boardrooms and government offices, there is high hope for a recovery from an unprecedented and costly shutdown.

"Our customers are coming to relax, for a while," Wynn Resorts CEO Matt Maddox said in a video message to employees. "People need rest, and we have a responsibility to provide it. With a smile, with dignity, with respect."

Property owners, state regulators and Democratic Gov. Steve Sysolak are weighing billions of dollars in gambling losses and the state's unemployment rate, which hit 28% in April, against health problems.
